为适应我市社会经济形势发展需求，加快推进高层次人才培养，优化人才队伍结构，为建设“三生融合·幸福温州”提供人才保障和智力支持，现将我市在职人员攻读博士学位资助工作有关事项通知如下：

一、资助对象

凡在我市党政机关、企事业单位和社会团体工作满2年的在职人员，攻读与从事工作密切相关的博士学位，并在获得博士学位后继续在我市行政区域范围内就业，与用人单位签订三年以上服务协议的，均可享受资助。

二、资助额度和形势

1、在职人员凡考取国家计划内统考统招、非定向、自筹培养和自费留学（国家认可的境外院校），与原单位终止人事关系获得博士学位的，由本人提出申请，给予3万元的一次性资助。

2、我市党政机关、事业单位、国有企业或国有控股企业的在职人员，按照管理权限，经审批同意，考取国家计划内统考统招（不改变人事关系）、定向培养和委托培养（含出国留学），获得博士学位的，由所在单位报销学费。在学习期间，其工资、津贴、补贴、奖金和各项福利待遇及职务（职称）晋升均不受影响。

3、我市非公有制企业和社会组织的在职人员，考取国家计划内统考统招（不改变人事关系）、定向培养和委托培养（含出国留学），获得博士学位的，由本人提出申请，给予2万元的一次性资助。在学习期间，其薪酬待遇、学费、食宿费、交通费用等由所在单位确定，单位确保学习时间。

三、资助申报与拨付

1、凡符合资助条件的对象，在考取博士时需填写《温州市在职人员攻读博士资助审批表》，由所在单位和市教育局签署意见后，报市人力资源和社会保障局备案。

2、资助对象获得博士学位后，需将《审批表》、博士毕业证、学位证书（留学生必须取得国家教育部留学生服务中心学历学位认证）、录用证明或劳动合同、户口本和身份证等原件、复印件，委培生还要提供单位培养协议等材料，报市教育局高教处。市教育局对资助对象所授学位进行确认后，于每年10月份将资助对象的材料统一报市人力资源和社会保障局。

3、市人力资源和社会保障局会同市委组织部对资助对象进行审核确认，并将拟资助对象上网公示。对公示无异议的，确定资助人员，及时拨付资助资金。资助资金在市人才专项资金中列支。

四、其他

1、资助对象未满3年服务期调离温州的，须全额退还资助金。

2、对于我市人才引进时已考入博士的对象，可按本通知予以资助，但服务期限为5年。

校人事处将在考试工作结束后，根据学校学科建设规划和师资培养经费的情况，确定各单位由学校资助攻读博士学位人员的具体名额分配，并与研究生院、考生所在单位及个人签订有关协议，发放录取通知书。

四、申报时间

请各单位在2007年10月15日前完成初审工作，将相关材料统一报人事处师资培养科，并将《北京理工大学2008年申请在职攻读博士、硕士学位人员一览表》电子版发至hexiaowei@bit.edu.cn，逾期不予办理。

五、其他说明

拟申报2008在职攻读博士、硕士学位的教师（包括报考本校和外校）均需填写资格初审表，按本通知规定申报。

教育硕士专业学位是具有特定教育职业背景的专业性学位，主要培养面向基础教育教学及其管理工作需要的高层次人才。为加快我区基础教育师资和管理队伍的建设，提高我区基础教育教师和管理人员的素质，促进我区基础教育教学及其管理水平的提高，根据国务院学位办文件精神，我校2014年继续招收在职人员攻读教育硕士专业学位研究生。

一、报考条件

2011年7月31日前国民教育序列大学本科或本科以上毕业并取得毕业证书（一般应有学位证书）的在职普通中学、小学、幼儿园和其它中等学校的文化基础课专任教师或管理人员，以及区、市（地）、县教育研究部门或政府机关教育系统中有相当于中学、小学、幼儿园教师职务的教研员或管理人员。

二、招生领域及计划

招生领域有教育管理、学科教学（汉语文）、学科教学（藏语文）、学科教学（数学）、学科教学（地理）。招生计划100人。

三、报名方法

考生报名采用网上报名与现场确认相结合的方式。考生于6月20日—7月10日访问中国学位与研究生教育信息网（网址: http:///xlcx/)申请注册备案表）。

六、复试及录取

我校依据国家政策组织复试及录取工作。学校对考生的思想品德、专业能力、综合素质等方面进行综合考察，根据初试与复试成绩的综合排名由高到低依次录取。

七、培养方式及学费

学习年限为三年，主要利用寒、暑假进行集中授课，在校学习时间不得少于半年或500学时。论文撰写阶段采取在职兼读方式，在导师指导下，边工作边撰写论文。每年学费等上级正式下文后再公布。

一、极有可能增加入学考试难度

两场考试合并为一场考试，也就意味着两批考生合并为一批，考生基数会有上升，作为选拔性考试，各大研招单位入学名额是否随之增多，却未见明显调整。虽然不排除下一步有可能将原有在职研究生培养的教学资源统一并入全日制研究生培养中来，增加招生名额的可能，但目前尚无任何教育部、高校的官方政策与解读。所以，人数多了，入学名额不变的情况下，作为选拔性考试，唯一的解决办法，就是增加考试难度。另一方面，即便试卷本身难度不变，人数的增加，本身就增加了难度。因此作为20以后参加考试的在校“准研究生”，要做好复习准备。

二、专业硕士必将成为大趋势，超越学术硕士比例成为主流

国务院学位办颁发的“单证在职硕士”统一纳入“双证全日制硕士”后，原来因成人考生“在职不研究”带来的“重取证轻学术”的就业诟病就会消失，在大学生群体中间因分不清“在职单证专硕”和“全日制双证专硕”造成的“所有专业硕士就业都会受质疑，就业力不强”的误区会被打消，这无疑为专业型学位在高校大学生中的接受程度起到了一定的“助推”作用，将会有越来越多的考生将注意力放到专业型学位上来，加之教育部一直在大力扶植专业型学位办学招生，因此专业硕士招生人数，办学规模超越当前的学术硕士，成为研究生报考的主流，

三、复试对考生综合素养更加看重

“成人考生”和“大学生考生”两个群体比较起来，前者“考试学习能力弱，实践经验丰富”，而后者却反之，因此造成了，大学生考生利于考研“初试”而弊于“复试”。但两项考试合并后，必将进一步增加全日制研究生考试中成人考生的数量与比重，也会一定程度上“拉高”复试对综合素养和实践经验的要求，这对不擅长综合面试的大学生考生，提出了更高的要求。
