挑战三：中央经济工作会议强调了扩大内需增长空间和增强消费对经济增长的拉动作用，对于我国在加大国民收入分配调整力度以及加强社保工作方面提出了重大挑战。

一方面，要扩大居民消费，就要使居民有能力消费，即增加居民收入，这就要求必须调整国民收入分配结构。目前在我国初次分配领域，劳动者工资增长长期跟不上GDP增长和企业利润增长是一个普遍现象，并且这种差距有逐渐拉大之势。只有居民的收入得到了保障，才能进一步扩大消费需求。在绝大部分百姓的收入来源都是劳动收入的情况下，下一步收入分配制度改革的关键，就是以工资改革为核心、提高劳动所得在初次分配中的比重。另一方面，要扩大居民消费，就

要使居民敢于消费，消除消费者的后顾之忧，这就要求必须加强和改善社会保障方面的工作。我国内需不旺很重要的一个原因，就是因为劳动者对于社会保障的信心不足，如医疗、住房、教育等，已经成为中国很多家庭的难以承受的负担。必须加快推进社会保障制度的改革，只有解决好社会保障的问题，才能扩大居民消费，从而扩大内需增长空间，投资、出口、消费三驾马车协调共同拉动经济发展的目标才能够实现。

挑战四：世界经济复苏基础并不稳固，国际金融危机影响仍然存在，尤其是世界经济出现的本土化趋势，将对我国的就业形势继续造成冲击。

面对新的现实，即要更多地依赖内需特别是消费引导增长。世界经济的本土化趋势对于外国直接投资将造成负面影响。世界经济本土化的趋势，最大的问题就是减少了资本的国际间流动，从而也减少了在中国的外国直接投资。这一趋势对于目前依赖外需和外部投资程度较高的中国经济来说，提出了更大的挑战。而外国直接投资减少的最直接影响，就是外资企业的从业人员的失业与再就业问题。如何安排好这部分人员的再就业技能培训和就业信息服务等，也是人力资源和社会保障部门将面临的挑战之一

四大机遇：

虽然存在以上的严峻挑战，但从今年的中央经济工作会议所传递的精神以及对于世界经济形势的总体估计，我们更应看到的是中国人力资源和社会保障事业面临的重大发展机遇。

机遇一：经济结构的调整和经济增长方式的转变，有利于就业空间的拓展；同时我国对于经济增长速度和质量的新认识，更加有利于就业和社保事业的发展。

第一，从增长的方式上看，加快经济结构调整、转变经济发展方式，就是要把经济增长从依赖物质资源投入，调整到依靠技术进步和创新

能力上。第二，从增长的区域来看，加快经济结构调整、转变经济发展方式，就是要着力解决区域经济发展不平衡的问题。第三，从增长的观念来看，加快经济结构调整、转变经济发展方式，就是要把当前事实上普遍存在的“唯GDP论”转变为更加注重经济发展的质量。第四，城镇化在下一步经济发展和结构调整中将扮演拓展发展空间的重要角色。中央经济工作会议提出，把统筹城乡区域协调发展与推进城镇化结合起来，大力拓展发展空间。城乡统筹发展是当前解决我国社会面临的根本矛盾的重要途径。

机遇二：经济政策方向把“民生”问题提到了前所未有的高度，这将是进一步改善和加强就业和社保工作的重大契机。

中央经济工作会议旗帜鲜明地指出，保障和改善民生是我们发展经济的最终目的，也是实施扩大内需战略和推动经济发展方式转变的重大举措；在财政政策方面，要突出财政政策实施重点，加大对民生领域和社会事业支持保障力度。首先，要解决民生问题，不仅需要做到对人民群众基本生活的保障——基础性的社会保障、义务教育、基本住房保障等，还包括对人民生计来源的保障——充分就业、基本的职业培训、公平合理的社会流动渠道、基本权益的保护，最后还需注重人民生活水平质量——提供较高层面的社会福利、对社会成员的权利进行全面保护等。其次，在以往就业和社会保障政策的基础上，中央将出台有针对性的新政策，以促进今年就业的进一步增长：为增加投资带动就业，中央将在投资审批过程中增加就业评估和考核；中央亦将增强对地方政府就业政绩的考核和问责，建立经济增长与扩大就业的联动机制，从而真正实现“惠民生”。

机遇三：后金融危机时代下，对于中小企业和劳动密集型企业的生存和发展，中央给予了高度的重视，这对于我国的就业将是极大的促进和推动。

中小企业是我国国民经济和社会发展的重要力量，促进中小企业发

展，是保持国民经济平稳较快发展的重要基础，是关系民生和社会稳定的重大战略任务。中小企业能吸收大量的就业，尤其是劳动密集型的中小企业，在第三产业的发展中能发挥重要作用。受国际金融危机冲击，去年下半年以来，我国中小企业生产经营困难。2011年，应该在继续贯彻2009年“五缓四减三补”的政策的基础上，采取切实有效措施，深化落实对劳动密集型中小企业的支持，鼓励中小企业不裁员、少裁员，稳定和增加就业岗位。对中小企业吸纳困难人员就业、签订劳动合同并缴纳社会保险费的，可在相应期限内给予基本养老保险补贴、基本医疗保险补贴、失业保险补贴。

机遇四：全球金融体系的改革以及全球新科技、新能源的浪潮，为我国新型人才队伍的培养和建设、以及引进外国智力工作提供了新的机遇。

首先，面对“后金融危机时代”出现在全球经济环境中的一些新情况，我们需要适时调整战略的方向，抓住新的改革与创新的契机，利用危机带来的全球经济环境的巨变来进行我国金融系统的改革。在过去的两年中，我们充分地看到了西方经济体金融制度的缺点和致命之处，同时也看到了各国为走出危机所做出的一系列针对金融系统的改革。其次，随着哥本哈根会议的召开，新科技、新能源的浪潮更加引人瞩目。为了顺应和利用这一历史趋势，促进我国新科技与新能源产业的崛起，我们必须要大力发掘和培养与新能源技术产业相匹配的新型人才。

几点建议：

二是加强调查研究，推动工作创新。工作的创新根植于对整体情况的全面了解、对宏观走势的有效把握以及前瞻性的工作思考，要注重围绕重点工作、重大政策和热点难点问题，大力开展专题调研和课题研究，切实增强对未来事业发展的整体谋划。大力发挥职能部门优势，积极探索企业工资正常增长机制，有效维护和谐劳动关系；充分利用现有资源，尝试实施新的高技能人才培养模式，努力提高高技能人才占比。
