（1）建国以来，我国的学校领导体制经历了多次变革，大体有以下几种形态：解放初期的校务委员会制、校长责任制、党支部领导下的校长负责制、当地党委及主管教育的行政部门领导下的校长负责制、革命委员会制、党支部领导下的校长分工负责制、校长负责制等，从此，校长负责制在全国范围内全面推行。

（2）校长负责制是指学校工作由校长全面负责，校长是学校行政的最高负责人，是学校的法人代表，对外代表学校，对内全面负责，有决策指挥权

（3）要完整准确的理解校长负责制，有三个要点是要把握的。首先，要明白校长全面负责。全面负责是怎样负责呢？当然不是所有事务都由校长处理，校长独揽大权，也不是校长只对部分事务或者很小的事务全面负责。因此，校长的全面负责要有个度的问题，既不能太大，也不能太小。太大了容易造成个人独断专行，太小了校长的作用就得不到很好的发挥。如在1953到1958年期间，我国实行的校长责任制，这种体制虽然对当时贯彻党和国家的方针政策，改变学校无人具体负主要责任的现状，发挥了很好的作用，但是由于当时的监督机制和民主管理不够完善，在一些学校曾出现过校长个人独断专行的现象。又如在1958到1963年期间，我国实行党支部领导下的校长负责制，当时一度试行和采用党支部领导下的校长负责制或党支部领导下的校务委员会负责制等形式。这种制度虽然解决了校长的个人独断专权，但是由于党政职责不清，便出现党政不分、以党代政的现象，行政机构和行政负责人没有很好发挥作用。由上可以看出，校长和党组织二者的职能不能混淆、错乱，二者的权力应相互协调，共同发挥作用，才能使校长负责制这一制度得到很好的发挥应用。

其次，要把握好什么是支部保证监督。试想如果校长独揽大权，而无人监督，会出现怎样的情境，后果是可想而知的。而长期以来，只要提到校长负责制，就会有人问：实行校长负责制还要不要党的领导？似乎，在党的领导和校长负责制之间，二者必居其一。这种看法混淆了“领导”和“管理”这两个概念的区别。在校长负责制这一体制中，党政职能分开，党支部不再领导行政工作，而是转变职能，对学校行政工作起保证监督作用。如上面提到的校长责任制，它虽然改变了学校无人具体负主要责任的现状，但是由于当时中小学的党组织还未普遍建立，加之学校也缺乏民主管理和监督机制，所以，导致了一些学校出现校长专权的现象。所以，在实行校长负责制这一制度的同时，不仅要注重校长的管理工作，也应同样注重发挥党的基层组织的保证监督作用，保证学校各项活动合理有序进行。

最后，应要把握教工民主管理。作为校长负责制四个相互联系的重要构成方面之一，其重要性是不容忽视的。现行的校长负责制还是不健全的。尤其是学校民主化程度不高，民主管理和民主监督不落实，与整个改革的形势和校长负责制这种领导体制的要求是不相称的。自此，健全和扩大学校民主的问题是当前学校领导体制改革中的一个突出问题。在我国由于长期的封建专制体制，素有“父母官”之说，对于广大民众来说，民主思想比较缺乏。对于广大教师而言本来民主参与的意识就不足，而在现行校长负责制下由于民主机制的缺乏，其参与机会、程度更是大打折扣。树立教职工是学校主人的思想，积极创造条件让教职工参与学校管理活动，是调动教职工积极性，完善校长负责制的一个重要方面。在这一体制中，教职工可以参政议政，对学校的一些重大问题，有权发表自己的意见。这样就能保证校长正确合理地使用权力，避免独断专行的作风出现。

2.学校管理过程包括哪些基本环节？各环节的主要管理工作是什么？

根据对学校管理过程特性的认识,我们可以认为学校管理过程基本环节是四个，即计划，实施,检查和总结。这四个环节反复循环，不断推进学校管理工作的开展。计划是作为行动基础的事先设想和规定。在学校管理活动的全过程中，计划是学校管理过程的起始环节,管理过程的其他环节，都是围绕着计划而展开的。在实施阶段,为了最大限度地调动各方面的积极性，有效地执行计划,实现目标，学校管理者要做好组织，指导，协调，激励，教育方面的管理活动。

检查是学校管理过程的必要环节。它不是一次性环节，而是贯穿于管理全过程的环节。只有计划而无检查,计划就会流于形式，得不到真正的贯彻。总结是学校管理活动一个周期过程的终结环节。它是用科学的方法，对整个工作过程进行回顾和全面评价,总结出经验和教训，进而指导下一周期工作的进行。任何在实际管理中产生的经验,往往带有较多的尝试性，局限性和盲目性，只有通过总结，去粗取精,去伪取真，使之升华到理论高度,才可成为下一步工作的向导。也正是通过对过去工作的总结和回顾,学校管理者才能加深对管理工作的认识，探索管理规律。同时，总结还可以使全体师生员工看到学校取得的成绩,培养集体荣誉感，发现存在的问题，增强责任感,自觉地促进学校管理水平的提高和工作的科学化。
